Virtually all the universities in Ireland have slot for international student s on their campuses. But while you are attempting an admission to one of the Ireland Universities, you must know that condition of admission of an international students is a bit different, especially when you come from country outside EU where English is neither first nor their official language.
All the university in Ireland use English language to teach all their courses, except non English language courses.
To be given an admission if you come from a country where English is neither first nor official language, you have to prove that you are able to speak and write the language well. So that is where IELTS, TOEFL, GCSE English, GCE O Level English and other English proficiency test results come in.

IELTS and TOEFL are not the only accepted English proficiency result the Ireland Universities require. For example one school ask for.

Cambridge English Language Examinations: 180+ on Cambridge English scale with no less than 175 in each skill and use of English i.e.
• Cambridge Certificate of Proficiency in English (CPE) Grade C (CEFR Level C1 or C2)
• Cambridge Certificate in Advanced English (CAE) Grade C (CEFR Level C1 or C2)
• Cambridge First Certificate in English (FCE) Grade A (CEFR Level C1
From the above, it means, having any of the English proficiency result and other requirement qualify an international student for an admission. If you don’t have one but you have another and the required grade in other subjects then you can be given admission.
Some institutions in an effort to help international students who need language and academy preparation for further study undergraduate programme in Ireland, have in place program where they learn language and study skill to prepare them for undergraduate, so that at the completion of the program no further IELTS or TOEFL is required.
So if you are an international student you can make use any of the above English proficiency test to get an admission.
